PROBLEM TO BE SOLVED: To formulate a process for generating control recipe(CR) without distinguishing normal operation of a batch plant from its abnormal operation, to reduce the generation load of the CR by automating the process as much as possible, to surely and safely execute plant control, and to flexibly cope with a change in plant structure. SOLUTION: An area divided into one or more plant equipment which is allowed to be connected without using a valve from other equipment through valves is grouped as a control group unit(CGU), multiple CGUs (M-CGU-R and D, etc.), are sequentially selected from a master recipe for regulating a series of plant operation procedures for manufacturing products only by the reference number of products, a schedule information including the requested manufacturing number of products and plant structure information in a process material flow direction and all valves (CV52, CV94, etc.), connected to the selected CGUs are selected. Then equipments necessary for each unit procedure(UP) and valves for forming a process material flow are regulated by connecting the selected CGUs, a CR for regulating a control procedure for the process material flow by the valves is generated and the plant is controlled sequentially from the initial UP on the basis of the generated CR.
