PROBLEM TO BE SOLVED: To provide a moving image encoder and a code string converter capable of reducing code transfer rate while minimizing loss of smoothness in a motion of a reproduced image in a prediction encoding between images such as MPEG type encoding.;SOLUTION: Motion activity information of a moving image is separated from a moving image code string by a multiplex separator 22. Thinning rate of a code string (code string of a B picture) of an image not to be a reference image of prediction between images is controlled by a thinning controller 26 based on the motion activity information. Thus, the code transfer rate is reduced while minimizing the loss of smoothness in the motion of the reproduced image.;COPYRIGHT: (C)2001,JPO
