PURPOSE:To reduce height by the simple constitution by installing spherical shaped rubber supports which rolling-support an upper part structure by the compressed air, at plural places and by arranging a relative shift damping device for the upper and lower part structures and an upper part structure restoration device using spring bodies at different place to the rubber supports. CONSTITUTION:In the vertical and tilt operation of a floor surface F, an adjusting valve is operated by the detection signal of a sensor, and supply and discharge of the compressed air for a rubber spherical body 10 are carried out, and the floor structure F is always held in a horizontal state. Also the compressed air in the rubber elastic body 10, besides the rubber elastic body part 15 itself of the rubber spherical body 10, develops the synergetic action for the fine vibration, and absorbs the longitudinal vibration. Further, the longitudinal vibration is absorbed by the viscous fluid L set between the cylindrical body 23 of the damping part 2 of a damping/restoration device 4 and a vertical member 27. For the strong vibration such as earthquake, a three-dimensional relative displacement is generated between a floor body B and the floor structure F, and the horizontal displacement is attenuated by the viscous fluid L in the gap part between the bottom surface of a pan-shaped member 20 and the undersurface of the cylindrical body 23, and the vertical displacement is attenuated by the viscous L in the gap between the cylindrical body 23 and the vertical member 27. Further, the restoration part 3 allows the floor structure F to return to an original position by a spring body 29.
