PROBLEM TO BE SOLVED: To provide an electrolytic solution and an electrolyte having high diffusibility and a battery for improving a low temperature characteristic by mixing a proper fluorinated solvent with a nonaqueous electrolyte. SOLUTION: Fluorinated solvent to be mixed is compound expressed by the formula. In the formula, (n) represents an integer of 1 to 10, R1, R2 and R3 represent fluorine, hydrogen, chlorine, a methyl group, an ethyle group, a trifluoromethyl group and a trifluoroethyl group to satisfy either of R1R2R3 or R1R2 or R2R3 or R1R3, X represents an ether group, an ester group, an acyl group or a semifluoroether group, a semifluoroester group, a semifluoroacyl group or fluorine, chlorine, iodine, hydrogen, a methyl group, an ethyle group, a propyl group and an amino group. Diffusibility of a movable ion in an electrolyte or a high polymer electrolyte can be improved. Discharge capacity and capacitance can be improved at a low temperature in a lithium primary battery, a lithium secondary battery, a polymer secondary battery and an electrochemical capacitor by using this electrolyte.
