PROBLEM TO BE SOLVED: To stably continue the operation of a fuel manufacturing facility by circulating a heating medium between a power facility and a fuel manufacturing facility in the steady operation of the power facility, replenishing and supplying it to the fuel manufacturing facility by using a bypass line in the unsteady operation of the power facility, and removing excess heat of cooling water by a cooling means. ;SOLUTION: When power facilities B (B1, B2) are operated at steady output, condensed water obtained by condensing steam from steam turbines 81 by condensers 82 flow in a piping line 90 through opening and closing valves 101, is sent to a heat exchanging means 30 of a fuel manufacturing facility A, and returned to water supply heaters 84 of the power facilities B after recovering heat generated in the fuel manufacturing facility A. A bypass line 91 for bypassing the power facility B and having a cooler 92 is provided. In the unsteady operation in which any one of the power facilities B1, B2 is stopped, the flow rate of the bypass line 91 is controlled according to the operating state of the power facility B to cool the fuel manufacturing device A.
