PROBLEM TO BE SOLVED: To reduce man-hours for development, a number of part items and an installation space, to simplify internal structure, to improve conveyance performance and to attain cost reduction by combining both the fetching function for simultaneously fetching paper sheets and a single bill feeding function for feeding out paper sheets one by one, when receiving and storing plural pieces of paper sheets. SOLUTION: The paper sheets processor for conveying paper sheets between a receiving/dispensing port for receiving/dispensing paper sheets and a cartridge for storing paper sheets, is provided with moving means (lifter conveyance path 16 and lifter 18) for collectively moving all received paper sheets to the feed-out position to the cartridge when plural pieces of paper sheets are collectively received in the receiving/dispensing port and a feeding-out means 24 for feeding the paper sheets moved by these moving means from out of the feed-out position of the cartridge one by one.
