PROBLEM TO BE SOLVED: To collect individual information such as the positions of multiple vessels by effectively utilizing a common radio channel to be provided for voice communication. SOLUTION: In a center device 1, a control part 11 generates a first kind of message data indicating the transmission request of individual information, a modem part 15 converts it into an analog voice frequency signal and a radio part 16 transmits it to a vessel side by radio wave. In terminal equipment 2-N at the vessel side, the control part 21 generates the second kind of message data indicating the transmission response of individual information including present position information which is detected by a GPS part 25 when the first kind of message data is received with the radio part 22 and the modem part 24 and transmits it by radio wave with the modem part 24 and the radio part 22. When the second kind of message data is received with the radio part 22 and the modem part 24, the control part 11 displays individual vessel information at each position corresponding to a chart on the screen of display equipment 13 in the center device 1.
