PROBLEM TO BE SOLVED: To provide a heat insulating material, recovering a carbon component from a cinder and dust to be disposed as industrial waste to utilize a heat insulating characteristic thereof to heat insulate air or fuel gas supplied to a combustion equipment and a flow pipe so as to suppress discharge of an air pollutant from the combustion equipment, and a method utilizing this heat insulating material to suppress discharge of the air pollutant from the combustion equipment.;SOLUTION: A material 1 refining a carbon component separated from a cinder and dust to increase a carbon content to about 90% or more is formed as a heat insulating material sealed in a plastic-made protruding bag or vessel 2 having water-tightness, durability, and heat insulation. This heat insulating material is mounted in a flow pipe of air or fuel gas supplied to a combustion equipment to serve as a method suppressing discharge of an air pollutant from the combustion equipment.;COPYRIGHT: (C)2001,JPO
