PROBLEM TO BE SOLVED: To maintain corrosion-proof performance stably for a long time even under varying marine environmental conditions, by sequentially forming an organic resin primer layer, a polyolefin resin layer and a Ti layer on the surface of a steel material. ;SOLUTION: An organic resin primer (adhesive) layer 1, an organic intermediate (polyolefin resin) layer 2 and a Ti layer 3 are sequentially formed on the surface of a cleaned steel material 4. For the organic resin primer layer 1, an epoxy resin primer layer is especially advantageous and about 10-100 μm thick. The organic intermediate layer 2 is formed so that the electrical contact between the Ti layer 3 and the surface of the steel material 4 is avoided. For a material to be used for the organic intermediate layer 2, a maliec anhydride- modified polyolefin resin is preferable as its adhesive properties are espeacially outstanding and is preferably 1 mm or thicker. For the Ti layer 3, a material categorized under Class 1 of JIS(Japanese Industrial Standard) is preferable because of significant stretchability and high deformability.
