PROBLEM TO BE SOLVED: To provide a fluorescent color converting filter manufactured by photolithographic process, capable of compensating the deterioration of the dielectric constant of a system due to the solidification of the system and controlling the deterioration of the color converting properties, and a fluorescent color converting filter with the color converting filter and an organic light-emitting element with the fluorescent color converting filter. ;SOLUTION: This fluorescent color converting filter has organic fluorescent pigments absorbing light in the near-ultraviolet region or the visible region, obtained from a light emitting substance and emitting visible light with different wavelengths and a matrix resin supporting the organic fluorescent pigments.
