The meter further comprises a first statistical function deriving means 9 for obtaining a standard deviation σ, representing unevenness among a plurality of instantaneous flow rats from plurality of instantaneous flow rates to be measured within a predetermined integrated time, and an error function deriving means 11 for obtaining an error function from the deviation.
