PROBLEM TO BE SOLVED: To increase strength by arranging a supporting net for a wave absorbing material in each grid of a lattice frame formed y arranging frame materials longitudinally and laterally at fixed intervals and fixing their crossing parts together. SOLUTION: A lattice frame 5 is formed by overlapping a vertical member 1 and a lateral member 2 made of an H-steel, a steel pipe, a reinforced concrete rod and the like with each other, and a crossing parts between the both members are welded and fixed together. A reinforcing member 3 parallel to the vertical member 1 is fixed to the lateral member 2, while a reinforcing member 4 parallel to the lateral member 2 is fixed to the vertical member 1. In addition, a round rod, a net, or a crossing wire 9a is arranged for supporting a wave absorbing material such as a Hume pipe 6, a stone material, and a wire, and consequently, a lattice frame type laying material 10 is formed. In application, the laying material 10 is laid on a water bottom base 14, the Hume pipes 6 are arranged in parallel in the respective grids 5a, the wave absorbing material is placed on the back of the Hume pipe 6 so as to be piled up, and caissons, wave absorbing blocks and the like are arranged on the piled wave absorbing material for forming an upright composite breakwater. In this way, improvement in strength can be accomplished.
