SOLUTION: In the case of transmitting data coded by the FEC from an optical transmission terminal station 201 via 1st and 2nd optical repeaters 2031, 2032, a 1st quality monitor code to detect a transmission error without decoding coded data and a 2nd quality monitor code to detect and correct an error in the decoded data are inserted to an overhead of the transmission data. Thus, the optical repeaters 203 detect the transmission error by using the 1st quality monitor code to eliminate the need for a FEC decoding means thereby simplifying the configuration and reducing the transmission delay.
