PROBLEM TO BE SOLVED: To provide a system and a method that measures understanding stat of each flow, without the need for using a test packet. ;SOLUTION: A measurement object condition is stored, an output item is stored, a packet is received, whether the received packet is a measurement object is discriminated on the basis of the measurement object condition, and when the packet is discriminated as the measurement object, data as to the output item are outputted. Then, a lower limit threshold of a measured object packet number is stored, the measurement object packet number is counted, the lower limit threshold of the measurement object packet number is compared with the count value of the measurement object packet number, and when the count value of the measurement object packet number exceeds the lower limit threshold of the measurement object packet number, the measurement result is outputted.
