PROBLEM TO BE SOLVED: To shorten time until communication is started from time when the request of communication is given by securing the prescribed amount of network resources used for communication in an area and informing a packet transfer device in the area of the amount of network resources that can be used. ;SOLUTION: Communication requiring the guarantee of quality and communication start in short time is executed from a terminal in an area 102 to a terminal in an area 103. A management device 116 and a management device 117 set the logical path of capacity on a transmission line 122 and secures the resources whose amount is similar to the logic path in a link among all packet transfer devices. When the communication terminates, the management device 116 receives the notice of the resource amount used or opened in communication from the area 102 to the area 103 from a packet transfer devices 106 to 108, updates the resource amount that can be used in communication from the area 102 to the area 103 and informs the packet transfer devices 106 to 108 of information.;COPYRIGHT: (C)2001,JPO
