PROBLEM TO BE SOLVED: To provide lead-free cationic electrodeposition coating compositions cable of obtaining low gloss coating films easy to find low temperature curability and the strain and deformation of substrates without using lead based compounds and tin based catalysts, a method for forming coating films and coated materials. SOLUTION: Low gloss lead-free cationic electrodeposition coating compositions comprise a cationic group-containing base resin, a blocked isocyanate based curing agent, and a zinc compound with a content of the zinc compound of 0.2-1 pt.wt. in terms of zinc ion based on 100 pts.wt. of the coating solids content and do not contain a tin based catalyst. Preferably, the compositions further comprise crosslinked resin fine particles.
