'' PROCESSES TO OPERATE TRANSFER FROM MOBILE STATION BETWEEN CELLS AND TO DETECT A MOBILE STATION THAT IS DISPLAYING A FLOATING TRANSFER PATTERN BETWEEN CELLS IN A CELLULAR TELECOMMUNICATION NETWORK ''. A process for operating oscillating mobile station transfers between cells on a cellular telecommunications network. The process comprises the steps of detecting (1) whether a mobile station (MS) is exhibiting an oscillating transfer pattern, determining (32) whether the signal strength of the MS with the MS server cell is above a threshold of signal strength. safe signal, and inhibit transfers (35) from the MS by determining that the signal strength is above the safe signal strength threshold. The oscillating transfer pattern is detected by first detecting (13) a sequence of transfers from the MS in which the number of transfers is twice the number of cells involved in the transfers, measuring (14) an inter-transfer time period between each transfer in the sequence, and determine whether (15) each inter-transfer time period is less than a first threshold value. This is followed by determining the oldest transfer and the most recent transfer in the sequence, measuring (23) a period of total oscillation between the oldest transfer and the most recent transfer in the sequence, determining (24) whether the time period of total oscillation is less than a second threshold value, and classify (26) the MS as oscillating when determining that the period of total oscillation time is less than the second threshold value.
