PURPOSE: A minimum block variance enumeration unit of a system using an MPEG-2 macroblock is to minimize a number of multipliers in a MPEG-2 video encoder to which an adaptive quantization is applied, thereby obtaining a rapid dispersion enumeration. CONSTITUTION: The minimum block variance enumeration unit of a system using an MPEG(Moving picture experts group)-2 macroblock comprises: an average computing part(110) for computing an average for four frame blocks and four field blocks on respective macroblock; an average power computing part(130) for multiplying respective output signals of the average computing part in a time division way and performing the multiplying of the multiplied output signals to output an average power value of the respective blocks; a pixel power average computing part(140) for multiplying input signals of the minimum block variance enumeration unit, cumulating the multiplied input values every block and computing a pixel power average; a block variance computing part(150) for computing a difference between the pixel power average and the output signal of the average power computing part to output a corresponding variance block; a comparator(160) for comparing output signals of the block variance computing part to output a minimum block variance; and a control part(120) controlling the input cumulation of the average computing part and the pixel power average computing part.
