The semiconductor device layout method arranges a given plurality of functional cells regularly. In the layout method, a net list containing circuit connection data necessary for cell arrangement is read out, and the functional cells are divided into groups according to common data or control signals with reference to the net list. Subsequently, the arrangement order of the common data signal and the common control signal is determined, and the functional cells are rearranged for each group according to the common data or control signal. Then, a relative position list is generated that includes the relative positions of the rearranged functional cells. Next, the function cells are arranged in accordance with the read size data of the function cells and the relative position list.
