A switching element connected to a pixel electrode and a pixel electrode is formed on a light-transmissive substrate, and a photosensitive prepolymer and a liquid crystal-containing mixture film are formed on the substrate. The mixture film is exposed to light of a first wavelength from the opposite side of the substrate and the photosensitive prepolymer in the mixture film is polymerized and cured to form a protective resin film on the surface of the mixture film. Next, the mixture film is exposed to light of the third wavelength from the inside of the substrate through the substrate to polymerize and cure the photosensitive prepolymer to form the substrate side resin film on the substrate side. The photosensitive prepolymer remaining in the mixture film is polymerized and cured by exposing the surface of the mixture film to light of a third wavelength through the protective resin film to form a first resin film on the inner surface side of the protective resin film, And the phase-separated liquid crystal is disposed between the first resin film and the substrate-side resin film. As a result, the liquid crystal layer can be formed without requiring a liquid crystal injection step that takes a long time, thereby simplifying the manufacturing process and reducing the manufacturing cost.
