PURPOSE: A bill receiving and paying device is provided to improve the versatility by configuring a one-way carriage path which returns from a receiving port to a paying port through a received bill discrimination part and a paying bill discrimination part, arranging a temporary preserving safe, a recycle safe, etc., between the received and paying bill discriminating parts, and arranging a reject safe between the paying bill discrimination part and the paying port. CONSTITUTION: A bill receiving and paying device is made to have a constitution in which each of units of a temporary preserving safe for received bills, a bill received safe, a bill paying safe, a recycle safe which stores and feeds bills for receiving and paying and a reject safe which stores such as received bills that are not stored in the safe is optionally selectively combined. It configures a main bill carriage path which carries bills from a receiving port, goes through a bill discrimination part and returns them to a paying port in one direction. Bills which are fed from the receiving port and the safes are joined to the path and also, bills which are stored in the paying port and the safes are branched from the path.
