PURPOSE: A method is provided to reduce a generation amount of SOx according to a high back pressure of iron contained dusts independently from amounts of fuel and raw materials and the sintering operation by improving only an assembling method on the iron contained dusts, thereby desirably designing the pseudo-grain structure. CONSTITUTION: The structure of mini pellet has a dual structure having as a nucleons a raw material in which iron contained dusts are mixed with calcium oxide, wherein iron ore is coated on the mixed raw materials, and wherein a thickness of the iron ore coated is 0.5 to 0.7mm. The method for manufacturing mini pellet having superior SOx reduction effects in a sintering operation in which a high content of iron contained dusts is blended comprises the processes of assembling into a nucleons to a certain size after injecting the mixture into a rotating pelletizer by mixing fine iron contained dusts with calcium oxide, and spraying moisture the mixture; and assembling into a dual structure by spraying the moisture on the fine iron ore after injecting fine iron ore onto the nucleons, wherein a particle size of the mini pellet is 2 to 3mm.
