PURPOSE: An apparatus and a method for managing an EDI(Electronic Document Interchange) message file in a real-time vehicle tracking system are provided to effectively manage EDI message file by providing with the index file data. CONSTITUTION: A communication means(201) transceives a message with a mobile station. A message transmitting means(202) makes EDI message frame and transmits it to the mobile station. A message management and memory means stores the EDI message in the memory(205) and transfers the message one by one according to the request. A transmitting index file processing and message file calling means(207) reads out EDI message file with reference to the transmitting EDI message index file(208) and forms a predetermined structure body. A message receiving processing means(203) forms the EDI message frame into the form of structure used in the processor. A receiving index file processing and message file memory means(210,211) extract index data from the EDI message structure, write it as index file, extract the content of the EDI message and then store it as index file.
