PURPOSE: A channel state management and channel assignment method for providing a call bumping function in an ISDN(Integrated Service Digital Network) BRI(Basic Rate Interface) user terminal is provided to judge a call bumping providing time, a previous process procedure for providing a call bumping, and a channel number arranged by the call bumping using only channel state by subdividing the channel state into a state related to a data call and a state related to a voice call and managing the subdivided channel state. CONSTITUTION: A channel management function(12) performs a state management to one ISDN D-channel and two B-channels and a channel arrangement. A voice call processing function(11) requests a channel arrangement for the voice call to the channel management function(12), reports a voice call setting or release result, and changes a state of a corresponding channel. A data call processing function(13) requests a channel arrangement for a data call to the channel management function(12), reports a physical link or logical line setting or release result, and changes a state of a corresponding channel. A physical link setting/release function(14) performs the request when receiving the physical link setting or release request for the voice call or the data call from the channel management function(12). A data call logical link setting/release function(15) performs the request when receiving the logical link setting or release request for the data call from the channel management function(12). A channel state is divided into an idle state for indicating the availability of a channel to be used as the voice call and the data call, a state related to the data call for judging a condition of a call bumping, and a state related to the voice call. An arrangement or state of a corresponding channel is changed according to types of message related to the voice call and the data call.
