PURPOSE: A control channel management device of a base station, a control channel searching device of a user terminal, and a control channel assignment method of a mobile communications system are provided to improve net performance by increasing the number of user terminals capable of transmitting control information through a conflicted UE space.;CONSTITUTION: A determining unit(110) determines whether the number of a conflicted user terminals is bigger than a threshold or not. When the number of the conflicted user terminals is bigger than the threshold, a conflicted UE space operation unit(120) operates a conflicted UE space on a control channel resource. A notification unit(130) notifies the conflicted UE space information to all user terminals in cells. A calculating unit recalculates a starting address in a control channel searching region.
