The targeted gene delivery polymeric carrier compound is composed of poly (L-lysine) (PLL) conjugated with polyethylene glycol (PEG) and a targeting moiety (TM), wherein at least one free amino functional group of the PLL is substituted with PEG, At least one free amino functional group of the PLL is replaced by a TM, and the conjugated PLL contains at least 50% of the free amino functional groups. TM is preferably lactose or galactose, which is capable of specifically targeting hepatoma species or hepatocytes. New synthetic carriers with varying ratios of TM-PEG are characterized by NMR spectroscopy. The novel polymer carrier of the present invention has the ability to form a stable and soluble complex with a nucleic acid, thereby effectively transforming cells. PEGs attached to PLLs increase solubility in the gene / carrier complex and improve transfection efficiency without significant cytotoxicity.
