PURPOSE: A method for processing a No. 7 level 2 in an MSC(Mobile Switching Center) is provided to process 4 level 2 protocols by embodying 4 level 2 signaling links in a message transfer part with a common channel signaling system. CONSTITUTION: A primitive of receiving data is analyzed(ST14). If an obtained command is a power off as a result of the analysis, the 8th to 13th bits of a control and status register 1 are set as '0'(ST15) and the 14th bit of the control and status register 1 is set as '1'(ST16), and the 14th and 8th bits of the control and status register 1 are set as '1'. The 6th bit of the control and status register 1 is set as '0' and the 0 to 5th bits of the control and status register 1 are set as '1', and the 6th and 14th bits of the control and status register 1 are set as '1' for turning off the power. If the obtained command is power on(ST21), the 8th and 14th bits of the control and status register 1 are set as '1' for turning on the power(ST22). If the obtained command is level 2 start(ST23), a hexadecimal number 02fe is set in a control and status register 0(ST24) and the 8th, 9th, 10th, and 14th bits of the control and status register 1 are set as '1', and it is discriminated whether an initial arrangement succeeds. If the initial arrangement succeeds, an initial arrangement process success is reported. If the initial arrangement fails, an initial arrangement failure cause code is confirmed and an initial arrangement process failure is reported to a level 3 transmission buffer. The status of the level 3 transmission buffer is set as '1' for processing the message transmission. If the obtained command is level 2 stop(ST32), the 9th, 10th, and 14th bits of the control and status register 1 are set as '1' for stopping the level 2 execution(ST33).
