The device consists of a horizontal flat structure (2) resting on the fluid, which consists of a self-spreading material and has a stiffener strut (7) to maintain it in spread position. The density of structure and strut is less than the density of the fluid (3) in the tank (1). The structure is a foil and/or woven fabric and/or non-woven fabric. It has anti-static characteristics and a surface, which repels the fluid. The structure has apertures to permit passage of fluid, or to accommodate components projecting into the tank. Structure, strut, and tank are of the same material.
