A distribution unit (110) distributes symbols in several segments so that each segment has preset number of input symbols with respect to preset code length. A coding unit (120) codes symbols of segment for preset code length. A collector (130) collects the non-coded symbols in segment which are then coded sequentially by a coding unit (140). A coded bit stream is generated by multiplexing length of codes.
