PROBLEM TO BE SOLVED: To obtain a water-based rustproofing agent containing a specific modified bisphenol A epoxy resin or derivative therefrom, having rustproofing performance comparable to or higher than that of chromium rustproofing agents, suitable for treatment of zinc-plated steel plates and non-plated steel plates, and low in burden on the environment. ;SOLUTION: This water-based rustproofing agent contains a modified bisphenol A epoxy resin (derivative therefrom) having structure of formula I (R₁ and R₂ are each a 1-5C (substituted) alkyl or 1-5C (substituted) alkanol) or formula II (R₃ and R₄ are each a 1-5C (substituted) alkyl or 1-5C (substituted) alkanol).
