A first measuring module (1) uses orthogonal receivers which modulate optoelectronic equipment to give an output to fibre optic channels. Signals representing the electric and magnetic fields are received by a second module (2) which samples them over a set period. A third module (3) calculates the average effective value of the electromagnetic field after taking account of the phase differences between electric and magnetic fields on each axis
