PROBLEM TO BE SOLVED: To substantially uniformly thaw ice generated in a hollow state in an ice thermal storage tank by supplying cooled water to a secondary side load side while generating a vortex flow in the tank by condensate return from the load side to the tank. ;SOLUTION: A recirculation outlet 3 for returning water from a secondary side load A is provided at the upper part of a tank 1, a water supply port 4 for supplying the water to the load A is provided at the lower part, and a pipe 5 connected to the outlet 3 and spread over the substantially entire length of the tank 1 is provided at the central position of the tank 1. Many through holes 6 are provided at the pipe 5 in the longitudinal direction, and a vortex flow is generated in the tank 1 by the condensate return from the holes 6 A hollow ice layer B is generated except the center at the periphery of an icemaking coil 2 by the refrigerant circulated between the coil 2 and a refrigerator 2.
