PURPOSE:To pull out a control rod stably and quickly by making values of reactivity of manipulated control rods relatively uniform and reducing the maximum value. CONSTITUTION:In order to make values of control rods for every RWM (control rod value minimizer) group relatively uniform, a group of control rods showing a high value is divided and the number of control rods to be pulled at one time is reduced. On the other hand, the pulling number of control rods of a group where the value is small is increased. For instance, since the value is large approximately in the middle of the relatively former stage of the pulling step for the second, third and fourth groups, each group consisting of 22 control rods is further divided to an A group of 12 rods and a B group of 10 rods.
