PROBLEM TO BE SOLVED: To obtain a utilizable carbonization product by efficiently carbonizing sewerage sludge. SOLUTION: A vacuum-drying and fine grain carbonizing device 20 having a sludge granulator 18, a vacuum drier 22 for drying the sludge granulated by the granulator 18 and a fine grain carbonizing device for heating the material dried by the vacuum drier and separating the fine-grain charcoal is provided as a means for producing the fine-grain charcoal from sludge. The vacuum- drying and carbonizing device 22 having a sludge granulator 19, a vacuum drier for drying the sludge granulated by the granulator and a closed carbonizing device storing the material dried by the drier, heating and carbonizing the material is furnished as a means for producing a solid carbonization product from the sludge. Further, a means is furnished to deposit the fine-grain charcoal obtained from the device 20 on the surface of the sludge granulated by the granulator 19.
