PURPOSE:To attain editing with little deterioration of picture by obtaining a picture string to be compress-encoded from among picture strings obtained by decoding a part of a decoding object code string and processing encoding data string to compress this picture string. CONSTITUTION:By the instruction of a means 1 instructing the range of object picture strings A and B, object code string output means 2 and 5 select the object code strings A and B necessary for decoding the picture strings A and B from compression code strings and output them. Among decoding code strings A' and B' obtained by decoding a part of the code strings A and B by a decoding emans 8, the picture string included in the object picture strings is outputted by a compression encoding means 9. Through the use of this data and the code strings A and B, a code string corresponding to a series of picture strings obtained by combining the picture strings A and B is outputted by a code string output means 10. Thereby, this device is capable of executing only encoding within a frame or a field and is capable of selecting an editing point at an optional position to attain editing with little deterioration of picture.
