PROBLEM TO BE SOLVED: To solve such a problem caused when a vehicle measuring the road surface conditions of a road transmits by radio the measured results to a road administration center every time it measures the road that the number of transmissions is large since a transmission is performed every time the road is measured.;SOLUTION: The vehicle running on the road discriminates the road surface conditions of the road and acquires the present position by a GPS.
