PURPOSE: To efficiently correct a burst shorter than the length of a C1 code by rearranging data with K continuous symbols of N-pieces of code words as one unit among the code words of the C1 code included in a product code after the product code is formed. ;CONSTITUTION: An error correction encoding circuit arranges recording information from a computer in a two-dimensional array (k1 symbols × k2 symbols) in a data arrangement means 31. A C2 encoding means 1 and a C1 encoding means 2 encode a C2 code and the C1 code. A data compositing means 3 rearranges data of a symbol unit. A data synthesis means 3 rearranges data in a symbol unit. A recording/reproducing system 4 records data encoded by the error correction encoding circuit into a recording medium. An error correction decoding circuit rearranges the series of data reproduced by the recording/ reproducing system 4 at the time of reproduction and reproduces it into the line of data on an original product code.
