PROBLEM TO BE SOLVED: To manufacture a strip metal plate having a uniform and fine crystal structure and also having an excellent surface property, high strength and toughness, to further lessen the limitation of a rolling condition and material composition and to apply to a wide rolling condition and material in the hot or warm rolling of the strip metal plate. ;SOLUTION: Rolling mills 20, 21, which are constituted to mutually cross the axial center of work rolls in a surface parallel to a rolling surface in a hot or warm rolling line, are arranged so that the crossing directions of the work rolls to the advancing direction of a rolling stock become inverse each other. Also, the rolling mills 20, 21 are arranged so that rolling by plural directional forces is executed before the whole rolling reduction from the plate thickness at the time of casting reaches at most 70% and the reduction of at least ≥20% is executed. Further, a temperature of the strip metal plate is controlled to at least ≤0.8 TS, the difference of θ' an angle formed by the advancing direction of the metal plate and the axial of the work roll in the surface parallel to the rolling surface) is controlled to ≥0.8 to ≤6°, and the directional difference of a force which exerts on the rolling surface of the strip metal plate is controlled to ≥10° to ≤45°.;COPYRIGHT: (C)1999,JPO
