PROBLEM TO BE SOLVED: To provide a usable bit speed service inside a network based on an asynchronous transfer mode by using the maximum and minimum data transmission speed of data source inside the network. ;SOLUTION: A controller 6 monitors one 1st congestion target held in a queue length register 2 at least. When the 1st congestion index is equal with a 1st threshold value or exceeds this threshold value, the controller 6 instructs the transmission of electronic code or RM cell to the data source of 1st group having data transmission speed higher than the product of multiplying a 1st parameter to the minimum switch data transmission speed to a transmitter 8. Further, the controller 6 commands or controls the transmission of electronic code or RM cell to the data source of 2nd group having transmission speed lower than the product of multiplying the 1st parameter to the minimum switch data transmission speed to the transmitter 8. When transmission speed information is received from a switch 1, the 1st data source is controlled to decelerate the transmission speed and the 2nd data source is commanded to accelerate the transmission speed on the other hand.;COPYRIGHT: (C)1997,JPO
