PROBLEM TO BE SOLVED: To provide a device which embeds watermark information into voice data, eliminates effects on a hearing characteristic by calculating the rate of change of voice data and embedding watermark information into a place where the rate of change is larger than a prescribed threshold and which can also periodically embed watermark information whatever waveform it is into a part where the rate of change of voice is relatively high. SOLUTION: This device consists of a means 1 which divides voice data DT that is subjected to pulse code modulation into blocks of a prescribed length, a means 2 which operates the rate (s) of change of the data DT at an imbedding position in order to embed watermark information into the blocked voice data DT, a means 3 which decides the appropriateness of embedding the watermark information based on the rate (s), and an embedding means 4 which embeds the watermark information into the part where the means 3 decides to embed the watermark information.
