PURPOSE:To enable reliable locking to be effected, by executing unlocking by a preparatory card by use of unlocking codes. CONSTITUTION:When a preparatory card 19 is inserted in a card reader 16, after it has been confirmed by a read-in card sorting of the card information recorded in a magnetic stripe, it is compared with the information of the hotel code and room number in the memory area 13a, 13b in RAM 13 and judgement is done as to whether the hotel code and the room number correspond to the unlocking device 10 or not. When it coincides therewith, the check-in date is compared with the information of date and time of the memory area 13c and judgement is done as to whether it is correct or not. When it coincides therewith, it is judged whether the preparatory card 19 is used for the first time or not. If the comparative signal in the memory area 13e is left with the initialized state, it is judged that it is the first time today and the unlocking codes of the preparatory card 19 are stored as comparative codes in the memory area 13e. Hereafter, the truth or falsehood of a card is judged by the codes. After the initial time, only preset conditions are inspected.
