PROBLEM TO BE SOLVED: To speedily create an application document, thereby reducing time and labor of creating the application document in the business office of medium and small-sized businesses.;SOLUTION: Based on items to fill in the applications which are submitted by the business office to an administrative agency, questions associated with the business office are transmitted from a server 1 via Internet 3 to a terminal 2 of the business office. When the answers with respect to the questions are transmitted to the server 1 from the terminal 2, the server 1 creates the application document by setting each item, based on the answers, respectively, in a previously created template of application document, and transmits the created application document to the terminal 2 via the Internet 3.;COPYRIGHT: (C)2002,JPO
