PROBLEM TO BE SOLVED: To produce a steel blank for bearing in which the roughness of surface finished with a finish-grinding and polishing can be improved after quenching and tempering for the purpose of obtaining high preciseness and high quietness in the bearing used for peripheral devices in a computer, a sounder or a precision instrument, or the like. SOLUTION: A cold-working is applied after hot-working of the steel for bearing having =11 austenitic crystal grain size by quenching and tempering, and performing a spheroidize-annealing treatment. A strain-removal annealing or a softening annealing is performed to this steel applied with the cold-working, or such treatment is not applied but the quenching and tempering treatments are performed to produce the blank for bearing having fine crystal grain excellent in the finish-grinding and polishing properties.
