PROBLEM TO BE SOLVED: To provide a very simple sheet-laying and to eliminate engagement of a sheet laid on a levee of paddy field in an operation at a levee edge by a cultivator by forming a double structure sheet of cross sheet made of flat yarns of polypropylene and attaching a levee surface fixing hook. ;SOLUTION: The sheet of double structure is obtained by weaving flat yarns to an endless sheet, and superposing it in a flat state, and levee fixing hooks are provided along side edges of the sheet. A normal 2 of a levee D at a paddy field M side is covered with the double structure sheet A with levee surface fixing hooks (a) side disposed at a water level side in the state that the levee D between two paddy fields M and N with a step therebetween is covered with the sheet A, U-shaped clampers C are engaged with the hooks (a), and high into the levee D in a horizontal direction.
