PROBLEM TO BE SOLVED: To stably utilize the PPPoE(Point-to-Point Protocol over Eterhnet) service while relieving the load imposed on a user.;SOLUTION: The access device of this invention includes a storage section 180 that stores a combination between information identifying a user terminal and a service provider with which the user terminal is related, a determinations section 270 that extracts sender information from a received communication packet and determines whether or not the storage section 180 stores the combination including the sender information, a transfer processing section 284 that decides the service provider related with the sender information of the communication packet when the storage section 180 stores the combination and transfers the received communication packet, and registration processing sections 280, 282 that extract the sender information included in the communication packet requesting the registration to register a new combination to the storage section 180 in response to the communication packet received from the user terminal and requesting the registration to the storage section 180.;COPYRIGHT: (C)2002,JPO
