PROBLEM TO BE SOLVED: To provide a method for preventing the outbreak of red tide due to the abnormal propagation of Flagellatae causing enormous damage to the aquaculture by feeding the sea area with Bacillariophyta as a competitor to Flagellatae, to provide a method for producing periphytic algae in order to easily feed large quantities of Bacillariophyta to a specified sea area (lake area) over a long period, and to provide a system therefor. SOLUTION: The objective method for producing Bacillariophyta comprises setting a biodegradable base material consisting of a biodegradable polymer such as a copolymer of R-3-methyl-4-oxa-6-hexanolide(MOHEL) and - caprolactone(CL) or a biodegradable polymer composition undersea near the surface of seawater exposed to sunlight to proliferate the Bacillariophyta on the surface of the biodegradable base material; wherein it is preferable that the surface area of the biodegradable base material is set so that the propagation-active period of the Bacillariophyta is nearly equivalent to the surface-degrading period of the biodegradable base material, or as the biodegradable base material, a biodegradable material whose surface-degrading period is nearly equivalent to the propagation-active period of the Bacillariophyta is used.
