PROBLEM TO BE SOLVED: To facilitate adjustment of a floor panel laying position and shorten construction by providing framed core material having longitudinal core material fitted with a locking bar protruded from the lower face, and longitudinal core material fitted with a locking member with an opening part formed to insert a locking bar of an adjacent floor panel. ;SOLUTION: A locking bar 40 protruded from the lower face is fitted to longitudinal core material 16, and a locking member 48 with an opening part 54 formed to insert a locking bar 40 of an adjacent floor panel 10 is fitted to longitudinal core material 22. The locking bar 40 fitted to the longitudinal core material 16 of one floor panel 10 is inserted in the opening part 54 provided at a support part 56 of the locking member 48 fitted to the longitudinal core material 22 of the adjacent floor panel 10, and fastened by nut fastening or the like. The height of the longitudinal core material 16 is equal to the length from the upper face of the support part 56 of the longitudinal core material 22 to the height of the upper face of the longitudinal core material 22, so that the floor face positions of the adjacent floor panels 10 become equal.
