PROBLEM TO BE SOLVED: To provide an electrolyte composition having high ionic conductivity and excellent safety and suitably for use in a lithium ion secondary cell. SOLUTION: The electrolyte composition comprises a compound represented by the general formula (1), R1-(A)m-(Y)n-X-.Li+ and/or (2), Li+.X--(Y1)e-(A)p-(Y2)f- X-.Li, and a matrix polymer. In the general formula (1), R1 is an unsubstituted or fluorine-substituted alkyl or alkoxy group having 1-4 carbon atoms, A is a perfluoroalkylene component, polyoxyalkylene component or polyfluorooxyalkylene component, Y is, for example, CH2 or CF2, m is 0 or an integer of 1-70, n is 0 or an integer 1-2, and X is SO3, SO2NSO2R4 or COO. In the general formula (2), Y1 is, for example, CH2 or CF2, Y2 is, for example, OCH2 or OCF2, e and f are individually 0 or an integer of 1-2, p is 0 or an integer 1-70, and X and A have the same meanings as defined in the formula (1).
