PROBLEM TO BE SOLVED: To flexibly combine a series of processes such as discovery of needs, technological development and enterprising while utilizing a communication network and to execute these processes within a wide and fluid environment.;SOLUTION: A coordinator C performs the public appeal of needs (needs collecting means 1). When a proposal 2 of needs is performed from a needs proposer A, the coordinator C performs an examination 3 of proposed contents (proposal statement selecting means), starts a development 4 of a providing means (detailed statement preparing means), prepares a proposal statement for patent application concerning the developed providing means and performs the procedure of a patent application (application procedure means). Further, the coordinator C performs a public appeal 6 of enterpriser (enterpriser collecting means). An enterpriser B, who applies to the public appeal, starts enterprising 7 of the proposal.
