PROBLEM TO BE SOLVED: To provide a tender managing server, a settlement managing server, an idea operating system and a processing method therefor, with which the amount of investment can be more conveniently and further surely settled by collecting funds from investors and providing a paying method and a method for settlement therefor to the investor, who makes a successful bid, in a prescribed tendering and successfully bidding method for authorizing and operating an idea.;SOLUTION: The idea proposed by a designer is disclosed to investors, each of investors applies a tender after determining the idea to be invested and the amount of investment on the basis of idea information, and the tender managing server determines the investor to make a successful bid on the basis of conditions such as amount of investment presented by each of investors. Then, the settlement managing server makes the investor, who makes a successful bid, select the settlement method and with that method, the presence/absence of payment for the amount of successful bid is confirmed. When no payment is confirmed until the prescribed closing day, the successful bidder is urged on the payment until the designated date and settlement is managed until the payment is confirmed.;COPYRIGHT: (C)2002,JPO
